Bill Gillan earned his B.A.Sc. in Civil Engineering from the University
of Waterloo in 1970. He is registered as a Professional Engineer in
the Province of Ontario and is certified by the Canadian Construction Association as a Gold Seal Project Manager.
Bill has extensive experience in design and construction project management, construction contract administration, and the development and implementation of project controls. He has successfully delivered numerous major projects as well as multi-disciplinary programs comprising projects in the both the road building/heavy civil and building construction environments.
Bill has assisted facility owners, contractors, sub-contractors and their legal counsel in quantifying claims and resolving disputes on an equally wide range of projects being undertaken in Canada, the United States, and overseas. He has also provided “front end” advisory services, including the development of appropriate contracting and other risk management strategies, to assist clients in reducing the likelihood of construction disputes, and has frequently addressed these topics as a conference speaker and seminar leader.
Prior to joining Revay in 1997, Bill held a number of senior management positions with Transport Canada and Public Works and Government Services Canada. He served as Project General Manager for the Regina Airport Expansion Program and as Manager of Airport Construction Services at Toronto’s Lester B. Pearson International Airport.
