The contractor and subcontractor entered into a contractual agreement for the construction of two modules forming part of the White Rose Floating Production, Storage and Offloading Facility (FPSO). The FPSO operates 350 km offshore on the east coast of Newfoundland.

The scope of work related to the two buildings consisted of two phases:

• Phase A – Design and Procurement
• Phase B – Fabrication and Construction

The scope of Phase A included the production of all fabrication drawings and supporting documentation, architectural design, supply and delivery of the laboratory and workshop packages, procurement and supply of all insulation materials and the design, supply and delivery of the HVAC package along with input into project safety studies.

Phase B included the construction and fabrication of structural components required to assemble the modules, as well as the installation and mechanical completion of all free issue equipment.

Construction did not progress according to the planned schedule and encountered numerous delays and cost overruns.

Revay and Associates was mandated to perform a delay analysis to explain the reasons for the delays incurred and their effects on construction progress as well as quantifying the cost overruns.
