Matthew has over 30 years of experience in transportation, heavy civil, industrial, commercial, and institutional projects, located both in Canada and overseas. Several of these were carried out in operating environments under extensive and difficult constraints.

His expertise in construction project management encompasses planning and scheduling, schedule and productivity monitoring, cost control, document control, delay and productivity analysis, as well as the preparation and evaluation of construction claims, on behalf of both owners and contractors and their legal counsel. Matthew has appeared as an expert witness in the areas of delay, productivity analysis and quantification of damages at numerous mediations. He has acted as Project Neutral on several disputes.

Matthew has developed and presented seminars on planning and scheduling and change management to members of the Ontario General Contractors Association, Ontario Road Builders Association and Ontario Sewer and Water Contractors Association as part of the Gold Seal accreditation program. He has lectured at the University of Toronto and Ryerson University and has made presentations at conferences and industry associations in the areas of scheduling, change management, document control, claims and dispute prevention. Matthew has published a number of papers on the subject of planning and scheduling.

Matthew obtained his B.Sc. in architecture and building construction from University of Moratuwa in 1979 and M.Eng. in construction project management from Concordia University in 1989.

Matthew is a member of the Association for the Advancement of Cost Engineering and was a Planning and Scheduling Professional, certified until 2020.
