Pipeline Extension To The South Shore Of Quebec City
Saint-Augustin de Desmaures, Quebec
Trans Quebec & Maritimes Pipeline Limited Partnership (TQM) proposed to extend its pipeline to the south shore of Quebec City. This expansion of approximately 13.5 km to the natural gas transportation system began on the north shore of the St. Lawrence river in Saint-Augustin-de-Desmaures and ended at the Bernières delivery facility.
The pipeline tunnels under the St. Lawrence river starting in Saint-Augustin-de-Desmaures Parish and ending near Pointe Saint Nicolas, in the city of Bernières-Saint-Nicolas on the south shore of the river.
During the execution of the project, the contractor encountered numerous delays and cost overruns.
Revay and Associates was retained by legal counsel for TQM to review the claim and present its evaluation in the form of an expert report. Specifically, Revay was asked to comment on schedule and cost overruns.
Our mandate required that we:
- Review the claimant’s expert report;
- Verify and compare the data from that report with the project documents;
- Prepare a history of the project and an as-built schedule;
- Prepare an expert report evaluating the claimant’s report as well as a counterclaim for TQM.
